If you want to highlight text or images to paste somewhere else, then there is definately a tool for that and it can be found in the 'Basic' toolbar or under Tools \ Basic \ Select. If you want to highlight something and save it, no you wont be able to as Adobe Reader is just a PDF viewer and not an editor.
